Visa applications can be filed in a Ghanaian embassy or consulate. There are short term visas (tourist, student and business) and permanent stay visa available. Work permits are also required to be applied for and processed before travelling to the country.
Ghana's government portal outlines the application process and visa regulations>>

Driving License

Expats must use their domestic license together with an international license from a country covered by the Vienna Convention to drive legally in Ghana. For more information, please visit: www.adcidl.com/Driving-in-Ghana.html

Ghana has both public and private healthcare. The public insurance system, or NHIS is available for all residents. However the public hospitals accepting this insurance are usually overcrowded and lack quality. Expats prefer securing private health insurances, which are more expensive. The private medical facilities are better in terms of quality of care and treatments.
